529 Plan
An investment plan created by Congress in 1996 designed to help families save for college education expenses. Every state now has at least one 529 plan available and the plans are usually categorized
as either "prepaid" or "savings" plans. They can be used to cover your child's higher education expenses or your own. Some of the costs covered under a 529 plan include: tuition, fees, books, room and board,
and equipment required for enrollment or attendance at a college, university, or certain vocational schools. Plan assets are professionally managed by either the state treasurer's office or an outside
investment firm.
Major 529 Plan Advantages:
- Large Tax Breaks - Contributions grow tax-deferred and distributions for college expenses may be withdrawn free of federal income tax

According to recent testimony from leading social policy researcher and Columbia University professor, Dr. Ronald Mincy at the Joint Economic Committee Hearing on Capitol Hill regarding his study of African-American men, Black Males Left Behind:
- We are experiencing "the nation's worst crisis in the history of the Black family"
- 7 out of every 10 African-American children are born out of wedlock (Source: National Center for Health Statistics)
- African-American men, half of whom are now unemployed, have a 30 percent chance of serving time in prison before the age of 30
- Among African-American men who drop out of high school (estimated at 40%), 72% are jobless and the likelihood of being incarcerated jumps to 60%
- An African-American male in his late 20s without a high school diploma is more likely to be in jail than working
- Living with a single mother increases the likelihood of dropping out of school. The effects of single parenting on dropping out of school are larger the longer a child is in a single parent home and are larger for boys than girls
- Research findings show that during the two longest periods of sustained economic growth in our nation's history between 1979 and 2000, the unemployment and labor force participation rates for less-educated Black men consistently fell and this particular group of men was even more likely to be incarcerated
- Sen. Charles E. Schumer (D-NY) says, "These numbers should cause national alarm and demand a national solution."
